SG speech on the limits of super powers, shared by Fouad Kronfol

One of the better statements by the SG that I have heard during his tenure, this one tackled many issues that are usually couched in diplomatic vocabulary and political correctness. Guterres had the guts to speak his views as he has nothing to lose and so the jabs at the world's "powers" enabled him to get things off his chest as he ends his terms. In my view he rates an A for this one!

  1. Guterres makes several good points, particularly on climate change. Those suffering most have often contributed least to the problem. His defence of international law and recognition of the limits of superpower influence are appropriate. An A may be a bit generous, even for a farewell speech. Speaking plainly as one leaves office carries little risk.

    His economic analysis is, at best, incomplete. High borrowing costs are not evidence of an unfair financial system. They reflect the clear risk that loans will not be repaid. Debt relief and cheaper financing cannot substitute for sound economic policies, productive investment and honest governance.

    Do poor countries have no agency? Their leaders make decisions about spending, education, corruption and whether enterprise is encouraged or obstructed. An account that stresses external injustice while giving little attention to domestic responsibility lets bad leaders off the hook. The citizens of poor countries deserve solidarity. Their governments deserve scrutiny. A good speech would have made both points clearly.
