Layma Murtaza understands the push by many human rights experts to codify the situation of Afghan women under the Taliban as "gender apartheid", but urges caution lest this call for justice be seen as a call for military intervention. 

Instead she argues for economic sanctions, support to civil society and amplifying voices of Afghan women.   She argues that the goal should be to empower Afghan women without subjecting the entire country to more conflict.
