Rest in Peace Stephen. When I worked in EMOPS in mid 1990s Stephen was DED. He had an infectious smile, a keen mind, a way with words, and a passion I will not forget. UNICEF needs to conjur up some of that passion he exuded as we sweep up the ashes of the recent budget crisis.
