These directives drive UN action but are often outdated, overlapping, or poorly resourced, costing an estimated $360 million annually. The review calls for clearer, shorter resolutions, digital mandate registries, and stronger coordination to improve delivery and impact.

Summary

On 31 July 2025, the United Nations released its Mandate Implementation Review under the broader UN80 reform agenda, aimed at streamlining how mandates are created, delivered, and reviewed. 

Mandates — directives from the General Assembly, Security Council, and ECOSOC — now number more than 40,000, serviced by 400 intergovernmental bodies and requiring 27,000 meetings annually at a cost of $360 million. Many are outdated, overlapping, or too resource-intensive, with 85 percent lacking any review mechanism. 

Secretary-General António Guterres warned that the system risks prioritizing process over impact, and urged Member States to lead reforms that would reduce duplication, cut down reporting burdens, and better link mandates to results. The review calls for digital mandate registries, shorter and clearer resolutions, and stronger coordination across UN entities, while stressing that ultimate responsibility rests with Member States.
