US Delegation denounces decision of UNICEF ExBoard over climate, gender, and DEI wording : US Mission to the UN

Press Release: Statement on UNICEF Board Decisions

The United States regrets today’s decision at the 2025 Annual Session of the UNICEF executive board, and feels compelled to clarify our position. The United States is compelled to register serious concerns with the framing, programming, and underlying considerations contained in the decisions and reports provided by UNICEF. We do not accept the framing, programming and work as outlined in the background materials on the following issues:

As we have previously stressed, the United States cannot accept an unnecessary and distracting focus on climate in this body’s work, including in its background documents. UNICEF, among all UN organizations, should re-focus on its core mandate of assisting children, including those impacted by environmental events such as natural disasters, without using the rigid casting of climate as a root cause or defining factor in this assistance.

Similarly, many of the underlying texts to these decisions include references that do not appropriately focus on the needs and perspectives of women and girls. It is the policy of the United States to use clear and accurate language that recognizes women are biologically female, and men are biologically male. It is important to acknowledge the biological reality of sex to support the needs and perspectives of women and girls.

We are concerned that UNICEF is promoting an ideological agenda under the guise of sexual and reproductive health and addressing gender-based violence. It is the policy of the United States to protect women and girls from radical gender ideology and protect children from sterilization and chemical mutilation. Consistent with the Geneva Consensus Declaration, we must always support promoting optimal health without including abortion.

Furthermore, the United States rejects the use of diversity, equity and inclusion programming in any of UNICEF’s efforts, whether in headquarters or on the ground. The United States also reiterates that the 2030 Agenda and the Sustainable Development Goals are inconsistent with U.S. national sovereignty and national responsibility for development. We will not reaffirm its use as a matter of course, including in strategic planning documents.

We regret today’s decision, and urge a return to common sense, service, and UNICEF’s primary focus-saving children.
