Inevitable. Many of these organizations expanded rapidly and with multiple global conflicts, this was inevitable. We will see similar experiences with other global organizations.

IRC began staff cuts on the same day.
UNICEF should take heed - who is to say we cannot have a decline in flexible funding and feel the pinch. As our trajectory is almost always to increase staff as budgets grow - this could happen and could be painful if we are not ready.
