This unfortunate decision may be the first signal that the world has learned little from the COVID pandemic and will be unprepared for the next global challenge to public health. If so called 'first-world' governments are already refusing to commit to support epidemic responses in the rest of the world, both those they refuse to help and they themselves will suffer the consequences.
