No doubt I am a bit biased as the talk was by my nephew, Jonathan Glennie! He was speaking on 14 November at the Kapuscinski Development Lecture in Vilnius.
GPI is a concept to change the traditional "top–down", "North–South" "richer–poorer" development paradigm, to become a more "circular" partnership, with all countries contributing and all receiving.
For example why can't Bangladeshi experts help strengthen Germany's flood defences? And all countries are "developing", so why should a country "graduate" from a development partnership at an arbitrary income level?
I think XUNICEFers should find this interesting.

This is good. We need more debate around the effectiveness of development aid. The old paradigm, where “rich countries give money to UN agencies to help poor countries to develop”, is hopelessly outdated.
