Dear Noma,
We have just learned of your election to chair the Unicef Global Staff Association for the two year period 2020-2021 as well as the election of your team-mates June and Vridhagiri. This is indeed welcome news for those of us who have served with the orgainization many years before you, especially knowing that staff from the Field and from developing countries are increasingly taking on greater responsibilities in the management of Unicef.
I write to you this personal congratulations since I was elected in 1979 Chairperson of the nacent GSA, being in fact the second ever chair as I was preceded by Alan Robinson who was elected in 1978 when it was first established. You will appreciate that in those days staff members in Unicef had little bargaining power with its management. In fact we had no staff association to speak of and only one or two Unicef staffers who were attached to the UN Staff Union, but had little influence on matters related to Unicef itself.
To bring back some historical perspective, you will be interested to know that In 1973 the second Management Study of Unicef was carried out by the Scandinavian Institutes for Administrative Research (SIAR) and was the launching pad for the GSA because among their most important recommendations were a number that had to do with personnel management. After the Executive Board approved the Study and its broad lines for organizational improvements, Unicef went about implementing many aspects related to staffing, including finally the approval to form the Global Staff Association, which was concerned with Unicef staffing issues and was independent of the UN Staff Union. It was a big step forward for all of us.
You may be interested to also know that in those days, the mid-1970's, the total Unicef staff contingent world-wide was just over one thousand, and we had many fewer field offices than today when your constituents number more than 15,270 and the global network of Unicef offices now covers over 150 locations. Evidently, the scale of things you and your team will have to deal with is quite sizable, as are the issues...old and new ones... that staff members and management have to grapple with. The state of the world's children is under considerable challenges and Unicef and its staff have a huge task to accomplish . We wish you the best of things in this domain.
You and your Team should also know that there are many retirees and former staff members around the world who constitute another important arm of the world-wide Unicef family, and who are concerned, active and open to assisting our great organization in attaining its lofty goals. The XUNICEF Network of Alumni, as we are presently calling ourselves, is becoming increasingly better organized and more dynamic in its activities globally. We stand ready to assist in any way we can your own endeavours so please do call on us as and when you need our support.
