Following the Global Review, A Revised Timeline for PBR Submissions


According to a recent memo from the UNICEF Comptroller, Diane Kepler, the following is the revised schedule for PBR submissions based on the 'Global Review / Future Focus' exercise. The memo indicates the changes underway to reduce costs and improve efficiency. Note the final point on "Offices facing major reductions in OR funding.

Summary of Key Points – PBR Submission Process and Timelines

  • Purpose of Global Review – Future Focus Initiative (GR-FFI):
    Launched in March to streamline structures, align efforts, and reduce costs amid sector-wide financial strain. Goals include greater efficiency, effectiveness, and mitigating impacts on staff and programming.

  • First PBR (22–24 April):
    Will review and endorse proposals from the GR-FFI workshop, which takes place 14–17 April. Final decisions will go to the Executive Director for approval.

  • Global Townhall (Week of 28 April):
    Will announce decisions and share income projections for 2026–2029. PBR guidelines and funding envelopes will follow later that week.

  • Second PBR (2–6 June):
    Will review office-level submissions (HQs, ROs, and COs). Regional Offices (ROs) must summarize and share submissions with the Global PBR to ensure alignment with funding ceilings.

  • Updated Submission Deadlines (Revised based on regional feedback):

    • HQs and ROs: 21 May

    • COs to Regional PBRs: 27 May

  • Management Plans:
    Offices facing major reductions in OR funding should continue internal reviews in parallel with the Global Review, submitting a unified plan across all funding sources.

  • Final Decisions:
    Expected in June—Global PBR during the week of 2 June; Regional PBRs in the week of 16 June.
